The City of Springfield's Geographic Information Systems has developed an online map that depicts registered short-term rentals (STRs) within the city limits. This initiative is in response to a request from the City Council. The interactive map allows users to view all STRs or search for a specific address, and it is updated weekly as Planning staff review and approve applications. The map can also be used to report potential violations.
In addition to the map, further information about registered STRs in Springfield can be found at springfieldmo.gov/shorttermrentals.
The move towards regulating STRs began in 2019 when the City Council passed an ordinance. Recently, enforcement of unregistered STRs has been stepped up through the use of Rentalscape software, which aids municipalities in enforcing short-term rental ordinances, managing registrations, and collecting transient occupancy tax payments.
In Springfield, STRs are now subject to the hotel-motel tax. This tax collects 5% of gross rental receipts from transient guests for sleeping accommodations. The proceeds from this tax are used to promote travel and tourism and to service debt for bonds issued under the previous license tax.
Regulation of STRs is deemed necessary to establish community standards for integrating short-term rental units into existing neighborhoods while preserving neighborhood and community character. It also aims to ensure the health and safety of visitors and residents by reinforcing police, fire, and building safety guidelines for transient lodgers who may not be familiar with local laws.
