Senator Eric Schmitt has introduced a Senate resolution aimed at protecting the Panama Canal from Chinese influence, ensuring its neutrality as mandated by existing treaties. Schmitt emphasized, "The People’s Republic of China is the United States’ chief adversary. The control of ports by Chinese-based companies in the Panama Canal, which is an irreplaceable maritime artery for global commerce as well as U.S. naval interests, is a major concern for not just the United States but the entire Western Hemisphere."

The resolution represents a collective effort led by Schmitt and backed by Senators including Katie Britt, Tom Cotton, Roger Marshall, Pete Ricketts, and Marsha Blackburn. Senator Britt stated, "President Trump and Republicans in the Senate have repeatedly warned against increased influence by the People’s Republic of China on the Panama Canal."

The resolution outlines several key points, emphasizing Panama’s obligation to maintain the canal's neutrality and advocating for the termination of deals that grant Chinese entities control over vital ports. It underscores the importance of Panamanian leadership in preserving sovereignty over critical infrastructure.

The resolution also highlights the United States' commitment to regional security, offering extensive technical, financial, and strategic assistance to Panama. It leverages the Neutrality Treaty provisions to uphold the canal's neutrality and security while promoting bilateral cooperation to modernize Panama's canal infrastructure.

Furthermore, the resolution seeks to foster partnerships across the Western Hemisphere, advocating for sustainable investments in regional development. It proposes a U.S.-Panama task force to oversee the canal's security and management and calls for joint modernization efforts to align with American interests.

Notably, a Hong Kong company, CK Hutchinson, secured a 25-year extension in 2021 for its control over two ports at the canal entrances. China's growing influence over Hong Kong has raised concerns about the potential impact of Chinese policies on private enterprises. Senator Schmitt has been vocal about the Chinese Communist Party's influence over seaports, including the Panama Canal, since assuming office.
